Looking for PLV1 Codec

I am in search of the PLV1 codec to play a surveillance dvd that is in a .avi format or a player which will open this format. Any help locating this codec would be appreciated.

Would anyone still have this codec? Upon clicking on the provided link to mikesastrophotos.com, I find it is no longer there and I have tried searching on that specific site as well.
