Motion Blur in MPC-HC?

So VLC has that option, enable motion blur and a factor adjustment.
Is there a filter or a shader like that for MPC-HC?
I saw the gaussian blur shaders, but they blur the the whole image, even when there is zero movement.

You could try the smooth motion option in Madvr video renderer.
