Black Screen That Won't Go Away When I Quit Certain Games

Hello, I have been playing "Resident Evil" on Steam and everything is fine apart from when I quit...then I get a completely black screen, I can see other windows etc using Alt+Tab, but I can't maximize to the screen to actually use them.

I have had this problem with other games too, and at first thought it was some screen resolution bug as I keep mine at 175% because of my eyesight, but 100% still produces the same problem.

Is this a graphics driver problem? or game/windows/steam problem?

The only "Work-around" solution so far is to remember to change the settings from "Full Screen" to "Windowed" before exiting...which is a ridiculous thing to have to do in this day and age, and where multi-million companies are involved.
