i just wanted to ask that shaders from shadertoy work with mpc. if so how.

Not compatible, and will also never be compatible with such shaders.

one more thing i wanted to ask is that does glsl shaders work with mpc or is there any filter that i can use for glsl. do u know any websites where i can down shader to imrove vedio quality. i have already tried madvr as soon as i turn it on even on default settings my pc restarts. is there anything i can try. please help.

No, it only works with shaders specifically written for the player.

Best way to improve quality is to download videos in better quality.
