Replace Icarus component with open source alternative

Currently an installation of Full Codec Pack contains 4 versions of FFmpeg library:

• one 64-bit in LAV Filters in MPC-HC;
  
• one 32-bit(?) in Filters;
  
• two (32 and 64-bit) of lesser version in Icarus.
  

Icarus is closed-source, so you have to keep the last two as-is.

You can, probably, reduce the number of FFmpeg libraries in half by using an open-source thumbnail provider at https://github.com/megakraken/FFmpegThumbnails, if you build it dynamically linked to libraries in LAV Filters. You will also reduce package size and get rid of dependency on a closed-source piece of software.
