Playback of Dolby Vision requires a powerful GPU. If the video is not smooth, then your GPU might not be strong enough.
To use it in Potplayer you need to select the renderer in the player options. And also use LAV Video Decoder. I can't provide any further help because I don't want to use the crappy Potplayer.

I have a powerful RTX 4070i graphics card and I need to setup smooth video with SVP and AviSynth at 60 fps for MPC. There is a possibility?
I don't need a poor quality SVP program for smooth video, I'm looking for another program for MPC that allows you to add 60 fps. Is there a patch or simple settings for this?

I can not provide any help with it. I don't use it. I also think that creating "fake" 60 fps with frame interpolation is ugly.

Is there a separate Dolby Vision codec feature similar to that of the MPC?
For example, is it possible to install MPC Video Renderer in other media players?

MPC Video Renderer is installed on the system and can be used by any compatible player.
That means the player must:
1) Use DirectShow type codecs
2) Provide option to choose the desired video renderer
