Hardware decoding works with all GPU brands.

In that case, how can i choose exactly VCN?

You don't need to choose anything. There is just one hardware decoding unit on the GPU.
If you are talking about having two GPUs in your system, then you can specify which one should be used in the Windows settings.
Settings > Display > Advanced
Then for each application you can set the preferred GPU.

No, there are three ways to play:
on Intel:
1) CPU (None hw accel)
2) GPU (DXVA2)
3) dedicated video encoding and decoding hardware core (Intel QuickSync)
on Nvidia
1) CPU (None hw accel)
2) GPU (DXVA2)
3) dedicated video encoding and decoding hardware core (Nvidia PureVideo)
on AMD
1) CPU (None hw accel)
2) GPU (DXVA2)
3) dedicated video encoding and decoding hardware core (AMD VCN)
My question is how to choose the third way on AMD?

DXVA is the generic programming interface from Microsoft to use hardware decoding. The others are just custom interfaces that interact wit the EXACT SAME hardware decoder.
There is no extra choice for AMD and there is no need for it.
