Windows 11 sounds are distorted

Win 11 when I boot the computer the startup sound is distorted as well as any other Windows sound. I uninstalled the codec pack and the sounds play normally. Youtube videos will also distort for a few seconds and then they usually will sound ok.

The codec pack does not have any effect at all on video playback in your web browser. Your problem is caused by something else. For example the high DPC latency bug in the NVIDIA driver.

Then explain why when I remove the codec pack everything works normally?

That is probably not the only thing that you have done. Even something simple as a reboot can have effect.

But if you think you know better, fine, I don't care.

I removed the boot drive, took a spare SSD and installed a fresh copy of Win 11 on it. I did all the Windows updates. Nothing else was installed. All the sounds play fine. Then I installed the Codec pack and the sounds went distorted. That's as clean as you can get it.

Do you see the icons of LAV appear in the system tray when sound plays? You can disable the filters with the Codec Tweak Tool.

But fact remains that none of the major browsers use DirectShow codecs.

You are hung up on the browser, why do the Windows sounds get distorted after I install the Codec pack?

Do the sounds also sound distorted when you press the "Test" button in the Windows settings where you can customize the Sound scheme?

Sounds are working normal here.

It's inconsistent. The startup sound when the computer boots is always distorted. When I play sounds from the Windows control panel it could play it fine and then the same sound will not play fine if I select it again. When the computer was Win 10 it had no issues. I also tried changing from the HDMI to Display Port and it didn't matter what I used. I tried using a USB speaker instead of the speakers built into the monitor and it's the same problem.

Test if it also happens with a wired headphone with an ordinary audio plug.

High DPC latency is a known issue in NVIDIA driver since v516.

Wired headphone with 3.5 audio jack works fine.

Try replacing the HDMI audio driver with the general HD audio driver from Microsoft.

I normally use Display Port with the monitor, would that same driver apply?

Yes, it replaces the audio driver that comes with your graphics driver.
