Distortion artifacts during video playback

I have a couple of movies that display some visible artifacts during playback. The artifacts make the image looks "aliased" or interlaced(?) (I don't know a proper name for that). These artifacts appear when there is a scene change or some quick movements (like when a character raise their hands or is walking).
As an example, here's two screenshots:
Do you know what causes this? Is it a problem with the video? Are there any settings that could be changed on MPC-HC to improve image quality?

Those are interlacing artifacts.
Use the MediaInfo tool to look if the video is interlaced. If it is not, then it must have been converted before.
