Codec update notice blocking restart

When the codec tools update notification window is open, it will block Windows from restarting, being marked as "Processing".

Ideally it would listen for the relevant messages advising of an imminent restart and close, since there will be another notification in due course, while it could waste significant time if the user has to restart manually and wait for it to apply updates to the system (and in the meantime these will not be applied).

Not possible to implement it listening to Windows close message.
