Any issues that happen only on Windows 11 are either a bug in Windows or in your current graphics driver.

Maybe you are right. I tried on 3 home PCs and the same bug. I doubt this is from the drivers. I have no problems with WIndows Media Player or Movies &TV. Maybe the problem is in the WIndows.

Re: Media Player Classic stutters and interrupts when start Web browser or some Windows 11 dialog window.
1) Is it the player itself that gets increased CPU usage? Or some other process in the system?
2) With a dialog window, do you mean for example just an Explorer window?
3) Does the CPU usage drop again immediately after closing that other window?
4) Does the CPU usage change if the player window is the active one (has focus) versus another window being the active one?
5) Which graphics cards do your three systems have?
6) Does the increased CPU also happen if nothing is playing in MPC-HC?

That is a totally different issue.
Disable "exclusive mode" in the audio renderer settings. When that is enabled only one application has exclusive access to the audio output.
Or disable it completely:
Windows Sound Settings > select device > Properties > Advanced > disable exclusive mode options
