There is a typo in the K-Lite Codec Pack 16.2.3 Update Changelog on the website https://www.codecguide.com/klcp_update.htm:

"Updated MPC-HC to version 1.9.12.6"
should be changed into
"Updated MPC-HC to version 1.9.12.4"

According to the website https://github.com/clsid2/mpc-hc/releases/tag/1.9.12 the latest version is 1.9.12.4.

No, it contains 1.9.12.6. That is latest version at this moment when compiled directly from the latest source code.

There is no official release build for every single change to the code.
