Yes, it can autorotate.
If it doesn't work for a specific file, then upload that file for me.

k-lite codec pack 10.8.0 standard is enough for autorotate or this function is appeared in later version ?
What option should i check if any ?

Autorotation does not work for portrait mp4 videos - here comes a sample

All my videos in portrait mode (native from my Samsung S7 Smartphone, but also from various other sources) are not auto-rotated when replayed using MPC.
Windows Media Player and VLC do the autorotation, also 'Format Factory' (which I finally use to create a rotated video before replay) does it.
The autorotation also does not work in ThumbsPlus, which I use as a photo and video data base. Thumbsplus recommends to use the K-Lite Codec pack (which I have installed), see

Using Windows 10 Home, Version 22H2. K-Lite_Codec_Pack_1740_Standard installed recently.
Same problem exists on other hardware (using the same software and installed codecs).
I want to get rid of the reformatting, because this straps all metadata information from the video, causing extra work.
And I like that MPC shows information like title, author and description from the Quicktime metadata in the video.
What do I need to do to make MPC and ThumbsPlus eventually autorotate those videos ?
I assume that both problems are caused by usage of the same codec.
I have placed two sample portrait videos (before and after rotation) here:

Video-Original-Metadata.mp4 (as it comes from the camera) shows up in MPC and ThumbsPlus in landscape orientation
Video-Rotated-Metadata.mp4 (after rotation with Format Factory, slightly different metadata) displays correctly

Auto-rotate works fine here with the original video.
The metadata is extracted by the splitter, but the actual rotation itself is done by the video renderer.
Options > Playback > Output > Video Renderer
Select one that supports rotation. Recommended is MPC Video Renderer.
However, your log shows you are using EVR-CP, which also supports it. So I wonder if the correct splitter is being used.
Menu > Play > Filters
It should be using LAV Splitter and LAV Video Decoder.
Thumbsplus likely uses the standard old renderer from Windows, which means it does not support rotation.
The metadata is extracted by the splitter, but the actual rotation itself is done by the video renderer.
Options > Playback > Output > Video Renderer

Problem found on my system
Thanks for your checking and reporting that the files worked well on your system. Your specific suggestions made me check more details and eventually find out that my system always started the same rather old version of MPC (although I kept updating MPC regularly).
After replacing the outdated link to the new version, MPC worked fine as intended.
With respect to ThumbsPlus: Would updating to Windows 11 help to activate a newer renderer which supports rotation?

MPC is included with the codec pack. You do not need to install it separately.
It is not possible for you to enable rotation in ThumbsPlus. That is something its developers need to implement.
The Icaros thumbnail extension that is included with the pack supports rotation for thumbnails in Explorer. MPC-HC has an option to generate a thumbnail sheet image for videos.

Hope the ThumbsPlus developers are still active. They are very quiet since Corona.
The thumbnail rotation is possible in ThumbsPlus. But I still will need to do the video rotation with a streamlined workflow.
Or even better: to use MPC regularly for a slideshow with mixed photos and videos, with option to show metadata. I will come back to that topic in a separate thread - showing the still photos with metadata seams to be missing in MPC.
