"Double frame repeat" during manual forward rewind.
Hello.
First of all, i wanted to say a HUGE thanks for wonderful codecs. I am using K-Lite since early 2013 (K-Lite Codec Pack v10.1.5 FULL is my all time favourite). A few weeks ago, i decided to check an update, yes-yes, i never done this before, since i always was totally happy with current one. I downloaded and install the latest version with an update (14.01.2020). Then, i run 60 FPS video, and manually rewind forward a few times. I noticed, that frame repeat twice after rewind, just like if i clicked two times in a row. This happens not every time, approximatelly 6 times out of 10. At first, i thought, this is a problem with my left mouse button. But then, i installed older version (the one, that i always use) and, everything work fine. No more "double frame repeat" after rewind. My OS is Windows 7 Maximum Edition (64 bit). Video format is AVI. MPC Home Cinema, Render Settings -> VSync -> VSync is ON.
I tried several versions:

I am not sure if I understand correctly. Are you clicking on the seekbar or on the framestep button? Can you describe the exact steps you are taking?

I am sorry for such confusing description.
For example, we have 3 minutes long video, and, i want to jump from 01:00 to 01:35
I click at seek bar with mouse cursor, while video is playing, and after this, both sound and image "stutter" and repeat twice. As i mentioned before, this is only occure in latest versions. Very old version that i always use (10.1.5) have no such issue.
Please note, that this happen not with the first click. Sometimes, it happens after 1st click, sometimes after 5th click. Video format is no matter, mp4 or avi, 30 or 60 fps, this happens anyway.

I don't get that problem here.
The problem might be due to hardware accelerated decoding. In the old version that was disabled by default. In the current version it is enabled by default. In rare cases it may give issues due to bugs in graphics drivers.
MPC-HC menu > Play > Filters > LAV Video Decoder
There you can see if hardware decoding is enabled, and you can disable it.
Also copy this log here, so I can see hardware and driver details:
Codec Tweak Tool > Generate Log

Nope. I tried various videos with 30 fps and 60. It doesn't matter. I tried only mp4 and AVI formats, this is where it is always happens.

Does it also happen with for example a downloaded movie? Or are the affected files all screen recordings? Such files can actually have repeated frames.
Is it possible for me to download any of those files? Like through a torrent. Or if you could upload a file that would be fine as well. Then I can test it on my computer.
What you can also try is selecting a different video renderer, such as madVR:

I just watched a few anime episodes with latest codecs, and also tried to change video renderer. Alas, but the problem is still persist.

Disable VSync or enable Accurate VSync. That should improve playback with this file.
Windows itself already does VSync (except when using classic theme), so it is not essential to have it enabled in the player.

I use classic theme.
Accurate VSync doesn't work as good, as normal VSync, i tried. Video is "jittering" most of the time.
Accurate VSync doesn't work as good, as normal VSync, i tried. Video is "jittering" most of the time.

VSync always was enable, so, this is not a problem for me.

Yesterday, I got bad framerate with just standard VSync. Today it plays fine with and without VSync, even with classic theme. Weird.
If the repeat happens even with madVR, then I am not sure what might be the cause of your problem.
I do recommend to change this NVIDIA setting as its default value can cause stuttering:
NVIDIA Control Panel > Manage 3D Settings > Power Management Mode > select "Adaptive"
