MPC->View->options->player->open a new player for each media file played
There is an option with MPC like this.
For users that rarely needs a player in separate window, this functionality can be enhanced in that way:
While that option is kept as "use the same player for each media":
1st: "play the file as in new MPC window" option can be added to righclick menu of files.
2nd: "open a new instance of MPC" button can be added to MPC->File menu.
So with that configuration, when you double click a video while one is already playing, the running video will be replaced with clicked video. But user will have 2 fast ways to open a new instance of MPC.

Sorry, but such an option will not be added.
But another way you can easily open extra instances is by pinning the shortcut on your taskbar.
