Low FPS + High GPU Usage when playing 4k on MPC-HC
Hello, I'm a total noob when it comes to configuring codecs. I have the codec tweak tool installed (basically left default) and use MPC-HC (the forked continued version 1.8.6.
Here is my system specs.
When running 4k videos, my GPU spikes to 65% usage and I am only getting 24fps. GPU also sometimes spikes to 100% for a second. I don't believe I should be getting this high of usage given my hardware, and think it might have something to do with my codecs or MPC-HC Settings. I also I believe I should be getting 30 fps like I do with 1080p videos.
Does anybody have any ideas on how to fix this?

In the settings of the internal video decoder, set the hardware decoder to "DXVA2 native" for best performance.
Are you using madVR or shaders in MPC-HC? Those increase GPU usage.

Edit: Seems changing to this everything largley staying the same. GPU stays at 50-60% (maybe this is normal). But I do still get the 24fps which I'd like to up.
Edit2: Didn't realize this screen was availible in both the codec tweak tool and inside MPC-HC. Not sure if one supersedes the other. Anyway did some research and in MPC-HC enabled NVIDIA CUVID which then let me enable "Adaptive HW Deinterlacing" and choose the "50p/60p" option. Now 4k runs at 30fps stable and has minimal GPU load. Only kind of issue I have left is seeking on a video in 4k always takes a second or 3 when 1080p seeking is instant.
Here are my new settings for the LAV video decoder section (I think this is what you were referring to). I set to DXVA2 nATIVE. Should anything else be changed?
I don't use MadVR and shaders are left at the default settings.

You should enable the HEVC/HEVC10/VP9 checkboxes in that last screenshot.
During playback go to:
MPC-HC menu > Play > Filters > LAV Video decoder
Then you can see if hardware decoding is active on your RTX 2080.
I doubt your video is interlaced, so the deinterlacing setting should not matter. Even with other decoders, hardware deinterlacing is used by default.
Seeking is expected to be a little bit slower, since 4k video involves much more data. But 3 seconds is a lot.
If DXVA2 still not perform good, then it may be because of the NVIDIA power settings. CUVID has the side effect that it puts the GPU in high performance mode. Running at highest clock speed is a bit unnecessary with a powerful card like yours.
Solution is to go to the NVIDIA control panel and change the "Power Management Mode" setting to "Adaptive" (instead of Optimal).
Or you can use this NVIDIA Profile Inspector tool:

Okay, I've now been making all my changes in MPC-HC. This same Lav filter setting page exists in the codec tweak tool. Not sure if I have to manually update both each time or just tweaking on MPC-HC is ok?
I changed it to adaptive and tried the DXVA2 native again and still get very high GPU usage. I moved back to CUDA again with the adaptive still on, and turned off the HW deinterlacing. Seems to be running fine still at 30fps, low GPU load, and seeking even seems a bit better. Maybe I should just stick with this.
