How can I create a Play Listing of my favorite MP4 files to play on Media Player Classic HC?

MPC-HC menu > View > Playlist
(or press Ctrl+7)

You can drag it outside of the player window and then resize it. To add files, drag&drop them onto the playlist from Explorer. In the right-click menu there is a save option.
