how to turn on pan and scan using numpad? Empty how to turn on pan and scan using numpad?

I have been googling rthis for days with no luck. Can anyone tell me how to turn on pan and scan control using numpad keys?. It turns itself on and off. I would like to have this feature on always.

The only requirement is a compatible video renderer (with shader/rotation support).
Options > Playback > Output > EVR Custom Presenter

And NumLock must be on of course.
