Black bars are there because the video has a different aspect ration than your screen. It is not possible to remove the bars without deforming the image. And even if you wanted that, there is no option for it in the web browser.

Ok I know nothing about all this but on my old pc it went full screen why would a new pc change the aspect ratio of the screen it happens with videos on ever site even YouTube

Your old computer must have had a different screen resolution.
Your screenshot has a ratio of 4:3 meaning the width equals 4/3 time the height. Videos often have 16:9 ratio as that is what most screens use as well.

Funny thing is when I got back to the PC today it had fixed itself not sure how but anyway thanks for the help
