Although FAQ says many solutions, they didn't work. It's windows xp. Also your solutions don't make sense. You say we should add gta3.exe in few places, but after looking in all those places, I found out they are already added. Also same happens when I associate all videos with windows media player. Sometimes it works. Random. Also installed official gta 3 1.1 patch and unofficial patches like direct3d.dll and one that fixes many things. They all mention to fix exactly this bug. But none works. I play gta 3 every day, but I have to restart it few times until I get lucky to bypass that error, which happens 1 third of time. Or install vlc media player to fix it permanently.

The blacklist only prevents the codecs from being used by that application. Your problem has a different cause. My guess something related to the video renderer. Try different one in MPC-HC options. Video playback can use direct3d, so if you are messing with that then who knows what may happen.
