Video not supported message in LibreOffice
Apologies if this isn't the right place to address this issue, but it seems like a good place to start.
I'm trying to embed a video into a Libre Impress (their version of PowerPoint) presentation. But every time I try to insert the video, I get a message saying "The format of the selected file is not supported."
Currently, I can only get two files to load in Impress, and both are captures from a PS4. Anything I encode with Handbrake will not load. All these files work perfectly in my standalone video players (VLC, MPC-HC, Movies and TV).
My guess is that Impress doesn't like files encoded with a variable bitrate, since the PS4 files are CBR (or at least that's how I'm interpreting the data from MediaInfo). Handbrake seems incapable of encoding CBR, and I can't seem to find any other software that will encode H.264 with a CBR so I can't fully test that theory.
After uninstalling the K-Lite Codec pack, the PS4 videos give the same error message, so the codec pack seems to be somewhat responsible for how Impress plays them.
At this point I'm not sure if this is something that LibreOffice isn't doing right, or I just need a specific configuration to force it to render the file correctly.
I'm using version 13.4.0 of the K-Lite Mega Pack. Windows 10, 64 bit. I believe LibreOffice is also the 64 bit version.
Any help would be greatly appreciated.

It seems to use DirectShow on Windows. So you should see the LAV icons in the system tray during playback.
I did some searching and found some comments from people with a similar problem, and they solved it by updating Libre Office. So that is the first thing you should try.
Video bitrate should not matter. Video resolution and number of audio channels are more relevant properties. Copy MediaInfo details here for working and non-working file.

I just updated LibreOffice to 5.4.03, but still have the same issue. And yes, the LAV icons do appear in the toolbar, at least for the working video.
Regarding the resolution, I did notice the working videos are 720p, but I also tried encoding videos at the same resolution and still get the same error from Libre.

I have no idea why it is failing. Those files are very similar. You will have to ask Libre Office for support.
You can use tools like ProcessMonitor to see what Impress does. Maybe that can reveal a clue.

It could be the file extension. Remux the .m4v container to .mp4.
You can do it with ffmpeg. Here's the command:
ffmpeg -i "file.m4v" -vcodec copy -acodec copy "file.mp4"

In "complete name" it shows the extensions. The one that works is *.mp4 and the one that doesn't work is *.m4v. Since both files are basically the same (AVC video and AAC audio) it's possible that the issue is the extension.
EDIT: I did some testing and I also found that LibreOffice is extremely picky about what *.mp4 files can be used. The only conclusion I could come up with is that OpenOffice is looking for very particular tags in the file, I just don't know what they are. An example is that a file that works (Youtube video) doesn't work after being remuxed. Remuxing is lossless and only tags/meta are changed.
