Please how do I install and settings of the software k-lite mega codec pack 13.24 version I want to see the movies in best picture quality and how to set it up I just don't understand these things please can you help me ?

A good choice is Jinc. If you have a powerful graphics card, then you could try NGU Anti-Alias.

That is a fast system, so MadVR should work good on it.

If you press Ctrl+J during playback, then you can see some statistics. For example the render time. If you play video that has 24 frames per second, then the render time should be lower than 1000 / 24 = 41 milliseconds. By looking at this value you can easily see if your system is fast enough for a specific scaling algorithm.

Go to MadVR settings, and only change the following setting:
scaling algorithms > image upscaling > NGU Anti-Alias

There is no "best" setting because picture quality is subjective. Different people have different preferences with regard which algorithm they like best, and it also depends on the type and quality of the video (animations/movies). You can find lots of guides on the internet, but most are crap. They only way is to experiment yourself. The differences between settings are very small, most people don't even see it. My advice would be keep thing simple and just use the scaling setting mentioned above.

Two other settings you can try are:
rendering > smooth motion
rendering > general settings > enable automatic fullscreen exclusive mode (uncheck this if you don't like it)

I have a problem whenever I go to full screen the screen change resolution and when I leave fullscreen it again changes resolution it annoys can i fix this in the settings madvr ?

The quality of the movie also matters a lot. Some torrents are low quality. For example just 2 or 3 GB for an entire 1080p movie. Good quality ones are around 10 GB.

Yes you are right but there is old tv series in low quality (sd)
Not everything is available on the network, especially old things and old things are no longer getting the lack of available sources in torrent and emule.
There are also things that already can't even get on the NET anymore.

You could try Jinc or Super-xbr as Chroma upscaler. Might improve things a little.
The NGU upscalers have a quality setting. Increasing that can help too. But check if your rendertime stays within limits. Otherwise you will get dropped frames.
