DXVA HEVC Hybrid decoding stopped working.
So, i was still using 12.3.0 and 8bit HEVC files would run fine on DXVA (my intel cpu supports hybrid hw decoding of it). Today i updated to the latest version and saw in the changelog that this was disabled for hybrid decoding and sure enough, it's not using DXVA anymore.
I thought there was a easy way of turning it on but i can't find it. I do have HEVC turned on and DXVA copy back in the LAV options like i did in the past.
What am i missing?
Some files play much better with DXVA than just SW decoding.

That changelog entry that you are referring to is only about the option in the installer. That is enabled by default on certain systems in newer versions. In 12.3.0 it was actually always disabled by default.
The capabilities of LAV Video decoder have not changed. It should still be able to do hybrid acceleration.
I assume you made no other changes to the system, like a driver update? Could you test 12.3.0 again to verify that it still works with the same video file. After that test version 12.5.5 and 12.6.0.

I didn't have 12.3.0 at hand so i just tested with 11.4.0

It breaks on 12.6.0.. Since you asked me to try it out, something tells me you know what the problem is

In 12.6.0 an extra checkbox was added for 10-bit HEVC. So perhaps your file is 10-bit? You can check with MediaInfo.
If it is normal 8-bit HEVC video, then could you upload that file for me? Or tell me where you downloaded it. Then I can test it here.

It's a normal 8bit file, my cpu doesn't decode 10bit ones.
