what is "Unique ID" in media info?

what is "Unique ID" in media info? does it change due to:
1- moving file between partitions
2- moving file (or uploading file) to new pc and run mediainfo there? and why?
3- time change
4- the other OSs and softwares

It is a randomly generated value, set by the program that created the file. It doesn't change in any of the situations you described. You can modify the value with the header editor of MkvToolNix, which is a program to create mkv files.
