There should be an installer (or rather a .bat file) for the Vorbis ACM codec somewhere in the FL Studio program files. This will put the vorbis.acm file in your Windows system32 folder.
You can enable/disable it with the Codec Tweak Tool, once the file is installed.

Windows already contains the Fraunhofer MP3 codec.

.bat file didn't help at all. Manual copying and registry edits too. It seems that 64 bit applications cannot find vorbis.acm at all. Because while opening any vorbis file I can freely delete vorbis.acm from System32. But if I play the file with any 32 bit application I cannot delete vorbis.acm from SysWow64.

MP3 is l3codeca.acm
Installing the file and creating the registry is all that needs to be done to enable the Vorbis codec. It is strange that it isn't working. Which applications have you tried?
Be aware that most applications do not use (or need) this codec for playback. Most applications use DirectShow filters.

I'm using FL Studio on Windows XP x64. I couldn't find 64-bit Fraunhofer codec for XP. Vista and 7 have it. I tried to use their codec, but it is not compatible with XP. Is there any other version which would be compatible?

My advice would be to use the 32-bit version of FL Studio. Or update to Windows 7 x64.

I see. So there's no 64-bit Fraunhofer codec for XP x64?

You would have to ask FL Studio about that. They are compiling it themselves. Assuming they use a recent version of Visual Studio, it may not be XP compatible, since requires adjustments to the default compiler settings.
You can avoid all these issues by using the 32-bit FL Studio. 32-bit applications work just fine on XP x64. There is little (performance) benefit in using 64-bit unless applications are specifically optimized for it.

FL Studio team doesn't make those codecs. The Vorbis version provided with the installation file is very old: 2002/07/08 beta.
Every my project becomes larger and larger. 4GB of RAM is not enough anymore, so I have to use 64-bit version.
So it seems I have to use at least Windows 7 because of the Fraunhofer codec.

In that case, Windows 7 would be the best choice. The x64 vorbis codec has stability issues on Windows 8 and above.
That date is probably just a string in the source code. Each release of FL Studio has a file with a different md5 hash, so I assume they are compiling it. They didn't write it, but it is open source afaik.
