Video scrambles plus screeching sound watching FLAC Hi10p
Heres my Log generator info.
While watching certain videos in FLAC or Hi10P whether they are 720p or 1080p the video skips or tries to rebuff. The sound would make a high pitch sound almost like a screech. Certain encodes play just fine, like AAC or MP4. I had downloaded Mega version of the Codec pack at the suggestion of an anime FAQ section from a group of fansubbers that use FLAC in their encodes. Im currently using Windows 10 Home edition. I installed the Codec pack with default settings and then as the issue persisted I went to the FAQ section and followed suggestions there. Still was having some issues. Re-installed it using another members anime guide install. Still the same. Is my system not good enough for these encodes or am I just scrubbing the install? I attached a video showing what I see. The file is an 1280x720 HEVC BD AAC encoding. As you can see it freezes as it starts and skips a few more times. You also hear the sound skipping. Any help or input would be very appreciated!

Hi10P requires a lot more CPU power to decode than normal H.264 video. You have an Intel Atom processor, which is relatively weak. HEVC/H.265 is even more difficult to decode. I would not be surprised of your CPU is running at 100% during playback. In that case there is nothing you can do.
Hardware acceleration does not work for Hi10P, only for regular H.264. Your GPU also does not support HEVC hardware acceleration.

ok cool, so now i know i need a stronger machine, which i did plan on getting, so at least i know its not encodes or install but the machine.
