Which download/conversion tool did you use?

If I download that video from YouTube, as the original .webm file, then the framerate is displayed correctly.

I use IDM and Chrome. From my experience using Chrome and Firefox will download different files

The mkv file was created by IDM using their own writing library, so it is possible to they are writing an incorrect framerate value.

Can you upload a sample file for me?

Hmmm, but MediaInfo shows the correct frame rate. Doesn't Icaros also used the same value?
Anyway, here's the file

I will send the link to the Icaros developer.

The problem has been diagnosed. The file does not contain any framerate information. This means it has to be estimated based on timestamps of the video. This is expected to be implemented in a future version of Icaros.
