unable to seek through streaming video (continue loading streaming video)

K-lite Version 10.5.0 Standard
When streaming media (in this case .mp4) of any format it's a gamble whether it works or not. Kind of like a good day and a bad day.
My problem is (i'm thinking it's from the splitter) i'm unable to seek the video when i'm streaming.
Here we have an image. It correctly shows the duration of the video and the seekbar indicator respectively once I move the seekbar whether it'll be from a shortcut or simply clicking will have the player load it and continue to play for a brief moment and simply stop forcing the seekbar indicator to the very end and player stops. This is also when seeking back from a loaded point, it's like the player doesn't properly cache it; it reloads it.
It's like my best bet is to leave the player alone and if I want to go back or move forward i'm unable to, we call this "tough luck".

Streaming is mostly intended for real-time playback. The stream is not cached, there is just a small buffer. Whether seeking works properly depends on the type of file. For example, some formats store the index table that contains vital information for seeking at the end of the file.
For more flexible playback, you should just download the file.
You could disable the internal HTTP source filter in MPC-HC. Maybe the standard filter from Windows works better in this specific situation.

This is what i'm looking for. It's unfortunate that it's not as good as PotPlayer's built-in codecs that allow it to skip the stream. With disabling the internal HTTP filter mpc-hc defaults to this:
-LAV Splitter [NOT source]
-File Source (URL)

with this method the stream is "How far it loads % (percentile)" meaning i'm only able to seek how far i've downloaded the video. BUT what's cool about this is when mpc-hc closes or crashes the stream isn't lost i'm able to reopen the same link and it starts to re-download where it left off with me being able to seek the video throughout.
*Ultimately the downloaded file is in the temp folder? so it will be deleted anyways?

Yes, the "File Source (URL)" source filter does cache the downloaded part of a streamed file. I don't know if the temporary file is deleted automatically. I can recommend CCleaner program for cleaning up your computer.
Can you give me an example link of a mp4 file that didn't work good with the internal source filter? Maybe it can be improved.

That link is not working anymore here. I suspect the seeking limitation is due to restrictions set by the server that is hosting the file.

It might be the length of that clip (22 sec.). In real time application (a longer video) the seeking will not work properly.

It has short duration, but relatively big filesize, larger than what is buffered. So it should be sufficient as a test sample.
I am pretty sure the seeking problems are due to server restrictions. Not every server allows RESTART (= resume download at arbitrary position), which is needed for seeking.
