KLCP & Windows 8.1 Empty KLCP & Windows 8.1

How can I come at KLCP->Configuration under Windows 8.1 to configure ffdshow video decoder as one can do easily with Windows 7? Thanks in advance.

Method #1: Right-click on the Windows Start screen to show all application shortcuts

Method #2: just type the name of the shortcut when viewing the Start screen. It should automatically filter and show matching items
Method #3: Codec Tweak Tool > Configuration
