The only thing I can't find in the public domain is this:

If it is for personal use, then just install and adjust settings as you wish. You don't need to create your own pack.

Yes , this for personal use) but I want modify this pack so as I want) if I create own pack, this me give : smaller version, full settings in registry for LAV filters, configure codecs , and associations as need for me )
Now  I install K-Lite CodecPack on sript , and next me need use custom file write on VBS script with settins for LAV filters, also, I want use older version codecs because in new version absent new formats , and absent fixes with work ) I use LAV filters 0.69.0 and FVF such as x264vfw , but I not known as do so for full work. And build personal pack for personal use )

Old version does not support more formats.

LAV filters work with all formats , or you may say what not support LAV 0.69.0 ?

Why you need old version?

1) smaller ) I not like overgrown large version if in new version not new formats whitch I use
2) in new version not upper perrormance with compare older )
for example have OptimFROG format , whitch verry good compress audio , but this format can not usage , because this format based on BASS library , which work with errors if I use savihost based vst synthesizers ) , that's why I use TAK format for audio , and what in new version to me not interesting , but size interesting )

OptimFROG is not based on BASS library. The filter only uses BASS as decoding library. But that is not the cause of whatever problem you have. It must be due to some other reason, like samplerate or output format. But anyway I would not recommend neither OpetimFROG nor TAK. FLAC is better choice with good compatibility.

You only need to deselect components once. Everything is remembered when you update. You do not need to uninstall first when updating!
