The file plays without problems here. So the problem is probably because of a bug in your graphics driver.

Either disable hardware acceleration in the video decoder, or update the driver. Latest AMD graphics driver is here:

I have missed video card model. It seems to be latest video driver for Radeon 4250 (chipset integrated).
Whether can K-lite codec pack installer include preconfigurations for that cases? When latest, non updateable, driver for some hardware has a bug?

Hardware acceleration is disabled by default in the codec pack in most cases. It is only enabled on slow computers.
