It is an optional bundled offer that may get offered during a fresh installation of the pack.

The installer shows a page where you can accept of decline it. So it does NOT get installed without your permissions. Only if click through the installer wizard without reading anything.

If it got installed and you don't want it then you can remove it through Windows "Add/Remove Programs".
