Not maximizing correctly on Ultrawide 21:9
Some files in cinematic aspect ratios maximize correctly on my ultrawide monitor, and a lot do not, with black borders all around the video.
Selecting "Video Frame"->"Touch Window From Outside" fixes this in these cases, but I have to always remember to set it back to "Touch Window From Inside", otherwise the usual ultra wide content that worked before will be cut-off, as well as normal 16:9 content.
Do not know what the exact cause/problem is here. Is it possible to fix so all content will try to maximize both vertically and horizontally, automatically, with minimum borders?
Thanks!

Re: Not maximizing correctly on Ultrawide 21:9
Most likely the video was encoded as 16:9 with the black bars part of the video instead of cropped away. The player doesn't know that part of the picture is black.
If you use madVR as renderer, then it is possible to have it detected the black bars and crop them away.
madVR options > processing > zoom control
You do need a modern GPU for smooth playback with madVR.
I also recommend to change the hardware acceleration mode in LAV Video Decoder when using madVR. Change it from DXVA2 Native to DXVA2 Copyback.

At most there are black bars horizontally in video but not vertically. video should maximize both directions regardless of aspect ratio of screen and content

What is the resolution of the input video? It most likely contains the black bars at top/bottom in the encoded video.
You can zoom in on the video by pressing 9 on the numeric keypad (Numpad9).
