It is a bug in the AMD driver that DXVA2 hardware decoding doesn't work correctly on RX 5700 cards.

Try changing the hardware decoder from DXVA2 to D3D11 in the settings of LAV Video Decoder.
MPC-HC menu > Play > Filters > LAV Video
