On YouTube all videoclips sounds like a robot voice, some mp4 files also. Used 12.6.1 everithing was fine. Then I think two factors made this situation.
First I tested different video editors. Second YouTube said to upgrade codecs to 13.0.0. After I don't understand what I have voices like a robot navigator
in "Star Wars".  

Windows 7 x86
K-Lite codec pack 13.0.0 Standard
I have already tried to recover with recover point to 12.6.1 without success. Onece I have already tried to erase MyFree Codec folder and erase in regedit 2 branch with this folder with HAALLI SPLITER and it was successful, then I install 13.0.0 Full or Mega ver and situation with robot voices repeated. And now nothing helps.

Is this problem happening for videos that you are creating yourself, or for any video on YouTube?

Second YouTube said to upgrade codecs to 13.0.0

YouTube does not say such things? Or did you mean someone recommended that in a comment?

Which browser are you using? I ask because the most popular ones should not actually use anything from the codec pack. Chrome uses its own internal codecs. Firefox and Internet Explorer use the audio and video decoders from Microsoft.

YouTube have internal studio in every chanel for owner and internal video editor. To use this feature I need to use 13.0.0

Maybe something connected to 16:9 as my notebook LCD?

One more information. I'll tried to use another codecs then K-Lite Codecs and have the same situation. Music on Internet plays words don't recognized (me-mememe-me with the rhythm). With the discribed early post, files have the same situation. Don't understand. Then with recovery point came back to K-Lite. Maybe problems with DirectDraw 11 in my Win 7? Please, help me solve this real problem.

It is not a codec problem. It must be something with the sound settings or driver. Video settings should not matter at all for the audio.

You say that the words in the music can't be recognized. Does the music also play at wrong speed?

Try this:
Right-click on the speaker icon in Windows systemtray > Playback devices > Speakers > Properties > Enhancements > Disable all sound effects

The music play at right speed from Youtube. Problem only with the voices. But I don't understand about .mp4 files.

I disabled all sound effects in Enchancements and have the same situation.

Some other things I found that you can try:
- Chrome settings > Advanced > Disable hardware acceleration
- Windows Control Panel > Sounds > Speakers > Properties > Advanced > Change default format to a different value (like 16bit 44100 Hz)
- If you have disabled the page file (virtual memory) in Windows, then re-enable it and let Windows control its size
- Delete Flash temporary files (%appdata%\Adobe\Flash Player and %appdata%\Macromedia\Flash Player)
