Hi.
Let me start by saying that this problem doesn't occur on Windows 7.
I use VLC media player to record some streamings, which are saved as .ts files. Before installing K-Lite Codec Pack Standard, I used the default Windows 10 video player but it said the recorded video is damaged, so I can only use VLC or Media Player Classic to watch videos recorded with VLC. When I want to watch them, I go to the documents folder and I have to wait about 90 seconds because Windows says "Working on it..." and I noticed the more streamings I record the more time I have to wait. While waiting, the RAM and HDD reach 100% of usage [https://2img.net/h/s32.postimg.cc/fke1q7nz7/Bez_tytu_u.png]. When Windows finally show me those files and when I double-click on a video, I can watch it, but when I click once on a video, Windows Explorer is not responding [https://2img.net/h/s32.postimg.cc/uuaxrdnhf/Bez_tytu_u1.png], uses 100% of RAM and HDD again [https://2img.net/h/s32.postimg.cc/xjqgcsboj/Bez_tytu_u2.png] and restarts, closing all the folders.
Could you please fix this problem?

It could be due to either thumbnails or the file properties handling of Windows.

You can disable thumbnails this way:
Codec Tweak Tool > Thumbnails

The files all have a thumbnail in your screenshot and I don't see any file properties for the selected file. Also, since it does not happen on Windows 7, I suspect it is due to property handling.

The property handling is done by Windows itself for .ts files. This functionality is not done by the codec pack. You can disable it by removing (or renaming) this Registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\PropertySystem\PropertyHandlers\.ts

Unfortunately disabling thumbnails and removing the registry key didn't help. I still have to wait about 90 seconds and I still have 100% RAM usage and 100% HDD usage. I even cleared the cache and thumbnails, deleted Windows useless junk files and reinstalled K-Lite Codec Pack Standard with its last update, but it didn't help.

I noticed Windows Explorer is not responding or takes a long time to show me file proprieties of large files recorded with VLC.
I also noticed the length in file proprieties is incorrect because it shows me lengths like 00:00:00 or 37:45:20, but when you open a video, the length is correct (this bug occurs on Windows 7 as well).
I don't know if this can help, but I uploaded a video recorded with VLC https://www.datafilehost.com/d/e67bc4f6 (uncheck "Download with Secured Download manager").

I am able to reproduce the problem with your sample file. It takes up to five seconds to show details for this one file.

Slowdown is reduced after also removing/renaming this Registry key:
HKEY_CLASSES_ROOT\SystemFileAssociations\.ts
This key contains more things relevant to the Property Handling functionality of Explorer.

I have also cleared the thumbnail cache:
Right-click on Start > Run > cleanmgr.exe

Tested on a clean Windows 10 installation, no codec pack installed. Just to emphasize that it is unrelated to K-Lite.

Ok, I give up. Removing also the new registry key didn't help.

Yes, same here, because it's a small file. My documents folder have like 30GB of videos.

Ok, I'm going to post this problem on a Windows 10 forum and if they find a solution I'll post here again.
In the meantime, could you please send the link of the video to the developer of Icaros to report him the wrong video length in file proprieties?

The solution is to set the documents folder to details view and apply it to all its subfolders and files. So the good news is that now files in the documents folder are shown instantly.
The bad news is that when you want to see the file proprieties and when you right-click on a file in the documents folder, you have to wait about 1 minute and while waiting Windows Explorer uses 100% of RAM and 100% of SSD and sometimes shows you the file proprieties, sometimes it's not responding and restarts, closing all.

Icaros is not used for .ts files, so unfortunately only Microsoft can fix it.

I will try to figure out why Explorer is still trying to read the whole file even with property handilng disabled.

Delay is fully gone here now.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\PropertySystem\SystemPropertyHandlers
remove the .ts value

This is a "protected" key by default. You need to edit the access permissions before you can modify it.
Right-click > Permissions > Advanced > click on "change" behind the owner (which is TrustedInstaller) and type "Administrators" in the dialog that pops up.
After that enable "Full control" for the Administrators group.

You can use the Windows Feedback application to report the problem to Microsoft. Maybe they will fix it. It is a really annoying bug.
