one file plays and another doesnt on my blu ray player. codecs are the same?

That second file contains H.265 video (also known as HEVC). That is a relatively new format, and your bluray player does not support it.

You can probably make the converted file playable by remuxing it with MkvToolNix or Haali muxer.
