For ripping songs from CDs into mp3 format, I use Windows Media Player; it's easy and works just fine.

If I need to edit an audio file, I use both Wavosaur and/or Wavepad (both can save in mp3 format). You can find both at majorgeeks:

Wavosaur and Wavepad are not codecs. They are audio editing programs.

They both can save audio as mp3. You can set the rate as low as 20, or as high as 320, or somewhere in between.
